Not that this is a good spot for this thread topic (more a roads trips sort of thing) but there are 3 great public 18 hole courses in NW Houston (including Conroe)
1. Windwood Church - New
2. Spring Valley DGC
3. McDade (Conroe)
Also in NW area
4. Terramont (9 Holes)
5. Oak Meadows (Great but private - you'd have to sneak on)

If your heading towards the Galveston area there are 2 courses in the same park that are awesome in Hitchcock
1. Jack Brooks - Rolling Meadows
2. Jack Brooks - Cedar Hills
Also in SW
3. Taylor Lake Village (20 minutes north of Jack Brooks is also good)
4. Tom Bass (personally yawn, but it's got 2 in the same spot and has a strong history.)

Anyway - here's a good thread on the topic as well, but it was done before the Windwood course was established and I would definitely play that one if I were you. - http://www.dgcoursereview.com/forums/showthread.php?t=6262&highlight=Houston

Here are two other fun forums on the subject for your reading pleasure:
http://www.dgcoursereview.com/forums/showthread.php?t=6925&highlight=Houston (my favorite since - well... hey it's my list, but again that was before Windwood. Windwood would currently be in top 5 and is moving up and work gets done on it.

And one more on the details about the ongoing struggle at Oak Meadows, my old home course.
