When to add a course

There is a new course near me that has just been put in and holes marked with paper signs on trees with directions to the next tee and ect.
There is no Kiosk and no hole signs with yardage.
People are playing it now and all fairways are well marked and ready for play.
They are having a tournament early next month and the signs should be in by then.
My question is this:
Should I go ahead and add the course now or wait for all the signs/yardage to be put in?

Things like that are always editable for any course.

I say add it now because if someone is in the area that is a member of this site or just uses it to find courses, he/she would probably want to know that there is a course in the area to play.

I would write a review for it and mention everything that you posted, but go back and update your review as changes are made.
