Computer drawing tool

Is there some kind of drawing tool that can be used to make printable tee signs? Preferably free or close to it. Mostly I'd just need something that could put trees, baskets, and lines. Anyone else done this?

inkscape is free. it's basically adobe photoshop

Inkscape is a good recommendation. There's also TheGimp, another free option.

illustrator/photoshop combo would be my first choice but it aint free. Inkskape/Gimp are WIN for being free.
