Are there any good methods for doing this? I'd like to talk to Parks and Recreation about moving a couple pin placements, but they were installed without covers. Before even attempting to get permission I would want to find out if it is possible to clear them out without digging them up. I'm sure its filled with rocks, twigs, dirt, etc. as they haven't been in the placement for at least 3-4 years.

Use a small, portable generator to power a shop vac.
If the debris is packed in, I attach a metal pipe that has been cut to a 45 degree angle to the end of the vac hose.
Will suck that crap right outta there...

I use a water meter key.

Got mine at the Home Depot for about $10 bucks.

The "key" part at the bottom grabs sticks and dirt/mud and you can just pull that crap out.

The combination of these two sounds like it would be perfect. I'll have to see if I can get it worked out.

Get a piece of pipe slightly smaller diameter than the sleeve and a hammer. Work the smaller pipe into the old sleeve by tapping with the hammer and twisting the pipe. Pull out the pipe and tap with the hammer to release the debris in the pipe. If the debris is difficult to remove, say a few bad words and hit harder with the hammer.
