I think if the people at the parks department could do what they wanted there would be upgrades to the course, but the City Council in Rolla has a long history of not spending money on things that don't make money. I think the future of tee signs and concrete tees at Ber Juan is dependent on good turnouts for leagues and tournaments plus a healthy amount of disc sales so that the parks department can go to the City Council and show them that the course is generating a profit.
The course as it is really wasn't funded by the City. The baskets were purchased through a Fit Phelps grant and Todd did most of the work getting the pin placements in. At this point the City really has very little invested in disc golf. If we had waited for the City Council to approve spending money on a course, there would never have been a Ber Juan course.
