We used 4x6's at the park and they seem to be working rather well. Same idea as what you are proposing, 2- 1/2" holes for #4 rebar on either end. Rock and rebar don't cooperate tho, FYI.

IMO thats pretty conservative considering a DGA basket is about $450. That only leaves you $150 for cement, wood, aggregate, post, and signage plus any other additional labor you may need.

I know that the course at Tyler SP, they enacted an OB by simply delineating a mow/no-mow area. It is quite clear that the higher no-mow area is OB and that the mowed area is in play.
