There's no right answer.
I coached kids' baseball for decades. On a team of 10-12 year olds, there would always be a vast range of abilities. The top pitchers could throw harder than most adult coaches. The weakest couldn't make a throw from third base to first.
I once knew a 12-year-old who could throw about 350'. He was a good athlete but not a super athlete; his advantage was he started playing at age 8 or 9 and played a lot.
