I'm interested to hear your defense of that statement. The "On Axis" is determined by your body and the disc. You could throw a disc in space, and it would still have an axis it's being moved about. That axis has a pole, just like earth, which is the point where the lever's edge juxtaposed to the disc is connected to the body.
