Lake Tahoe isn't holding the event likely because they didn't bid for it. It's not like there's a long list of clubs beating down the PDGA's door to host worlds, if they only get one bid that's where it's going to be.

That idea has been discussed. The PDGA even conducted a poll a few years ago asking "If worlds were in Europe, would you go?" and the overwhelming majority said no.

It's not a cost effective decision for the PDGA to do that at this time. But it certainly has been entertained.

Am Worlds is a cash cow for the person/persons running the event
because of the "am scam"

Pro Worlds is a different world. One in which you must raise money and
sponsors in order to pay the players. Totally opposite sides of the coin.
