Blaming the disc manufacturers is like blaming breweries for DWI's, gun manufacturers for murders and crime, or fast food restaurants for obesity. They didn't throw the disc or hurt anyone - they're just making a product they can sell. People have to be accountable for their own actions.

Blame the arsehole who threw it. Unsafe course design is a contributing factor, but ultimately, if anyone is to blame, it's the person who threw the offending disc.

Think of it as compared to cars. There are only certain cars allowed on public roads. Other higher performance cars(race cars for example) are not allowed because they pose a higher risk to the public. I'm not taking sides or blaming, just striking up conversations. Why isn't Golf allowed on an open public park?.

You can't blame the disc golfer, I mean, what were the odds of a woman being on a disc golf course to begin with? You'd be just as likely to hit a sasquatch.

The odds of a woman being on the course are MUCH greater than a woman PLAYING on the course, FWIW.

This is true. I heard this reported through several channels, from others who met with the township.
