Someone is a master seamstress. Well done. We end up with 2 threads, one looks like a knit sweater and the other is a Buffalo Bill skin suit.

That's not correct. The PDGA will require retesting whenever the rules update is considered big enough. The rules updates in 2002 and 2006 have not been considered big enough. However, I suspect the rules update planned to go live in 2011 will be big enough that retesting will be required starting late this year.
