Yes. Two weeks ago there was a PDGA event held at Monroe, and even par (72) was rated 930 and a -8 (64) was rated 1000.

Regarding my video; do you guys prefer the camera angles I was using in the video for my putts, or would you rather the camera angle be more of a side view so you can get a better sense of distance? Wanting to know for future vids.

best thing to do is if they have had a tourney at a course you play. As long as layouts are similar you can see what the ssa is.
