So next year, if Jim or anyone falls forward like that again and is called out by McBeth, then he must reputt and is warned.

The proposed rules revisions are being reviewed by the PDGA Staff and Board and are still subject to approval with the plan to become effective Jan 1, 2013. There's probably an unlisted website where the proposed rules are available.

He might have been kneeling on a disc behind his marker.
I agree it was a falling putt.
