"Regardless of skill level" should preclude the most challenging courses, and probably the tight wooded courses as well.

A group of us, from a couple of 17-year veterans to a 5-year-old, played Winget & Sugaw one day last summer. Sugaw was a fun for all, including the kid. Which isn't to say it's the winner, only that a semi-open course is probably the ticket.

Were the question tightened to something like 900+ player or Intermediates-to-Pros range, I might say Hornet's Nest. Fun enough for good players, not a beat-down for weak players.

Bradford and RL Smith are two of my new favorites.

New courses and great layouts. Smith is my favorite Charlotte course right now, maybe im biased because I throw well there but it feels more like a small mountain track. Lots of elevation and plenty of trees, but feels very fair and well-balanced.

Bradford has less drastic elevation changes, but the shots are a lot of fun, and that's why I play, to improve while still having a good time. Quite a few possibles for signature holes at both courses.

i voted winget because i think there are plenty of technical challenges for the more advanced player combined with plenty of relatively beginner friendly holes not to mention the aesthetic beauty of the wooded holes there, overall i think it makes for a great playing experience for any skill level...
