I don't understand the left-to-right OB sidewalk either. It potentially impacts the subset of players that throw a certain distance, and not players that throw farther or (to a extent) shorter.

Well, his first round was -9 with a missed circle one par putt on 18. His second round featured 8 birdies and an eagle. The -10 really wasn't much of a surprise ... it was incredibly clutch.
