Rotation is not the cause of the problem, it is the effect or indicator that the base/posture/balance is not setup...

Rear foot - you take extra step and pigeon toe it angled targetward instead of away...

Take 3 steps(or less), not 4 steps. Start with right foot. You end up pigeon toed/crossing yourself up before you get to the x-step.

Think of swinging the right shoulder in a pendulum...
