Beyond that, the $10 fee is a compromise, and an encouragement for non-members to join. The PDGA could make events member-only, requiring a full membership and excluding everyone else. Or they could accept everyone for the same costs, members and non-members alike, diluting the value of membership. The $10 fee is somewhere between these extremes.

The $50 optional fee for if the venue (course, park, etc) requires proof of insurance for the event. The fee covers adding the parks department or property owners to the insurance rider for the duration of the event. By default, the PDGA, the TD, and all members (which includes those paying the $10 temp membership fee) are covered. The property owners/caretakers are not.
