Yes. But when you read how the rule is worded, you can see why the O.P. asked.

Presumably too late for the O.P. playing a tournament today, but the important part is that this part of the dress code applies only to Majors and NTs. Though it could be applied to lower tiers, it's a good bet in won't be.
