Hazard island within an OB area

So this popped up on reddit. Someone was playing a course where there is a Hazard area completely surround by an OB area. See pic (the blue area is inbounds, not water).

Their original question was where should they play their disc that landed OB but crossed the Hazard Area first, from spot 1 or 2?

But that's not why I'm posting. What I want to know is what would be a good use case for a hazard area island within an OB Area? For what situations would this be a desirable thing? Any course designers?

Seems like some missing information and probably something driven by what is there.

The oddest part is the OB wraps the hazard.

806.02.A Any area of the course that is not out-of-bounds is in-bounds.
thus a hazard area is in bounds.

I have no idea why someone would design a course this way.

The OB is a moat. The hazard is a castle. You will suffer the slings of the hazard when the dragon comes out and fries your butt with a blast of anti-Binaca (but that might be better than being eaten by crocs and piranhas).

Bit more info from the reddits. Tee sign, the hazard area is a steep hill that accesses the green. Kind of an island green (the castle Karl?), with a hazard as a drawbridge? Interesting.

So OB is only 3 sides. Makes more sense.

The hazard might be a flat area on a hill.....the player can have good/safe footing there. Part of the OB seems to be a creek and the other OB might be steep slopes where footing is poor and a player might be injured. Or the OB may be swampy.

As for the other part of the question, as another person responded, hazards are inbounds as they are playable areas.

Omg why would you do this? I had a tourney this past weekend with a simpler hazard on one hole and you'd think some of these dg'ers brains were going to explode. This is an invitation for everyone to play it wrong.

Dont you need a pdga waiver by now for such special constructions?

We had to remove our inverse island a few years ago because we did not get a waiver for it any more. I can not imagine how such an abomination would get pdga approval.

You have to get a PDGA waiver for things like "island" rules with mandatory drop zones, and not likely to get them if they require a re-tee. TDs are still free to designate OB (and hazards) anywhere they wish.
