There is a mold with a particular volume.
They cram the proper density plastic in the mold.
Some blends fly well, some don't.

Yep, there is no correct answer. The manufacturers know the plastics so about all they need to worry about is having a diameter large enough that when the base plastic shrinks it's still a 21cm diameter disc. Otherwise I doubt the different plastics come into play much when they develop a mold piece.
