What's the division for people who will never be good enough to compete in Intermediate? Those who peak in the 860s?

Nope, they move from a low disc golf density state like the one I live in South Dakota to a bigger one say Minnesota and boom they are not winning due to more competition in a division not to mention where you were playing in South Dakota, the course type and tournament type in both areas. The other rating system is better because it factors in things like the number of players in a division the type of course you are playing and tournament type.
