Uh, no it's not. It's never legal to release your disc past your marker.

If his left foot is still in the air when he releases the disc, then yes. That is also assuming that he is more than 30 meters away from the basket.

Yeah, that shot was illegal even if he was outside of 10m.

This is one of the reasons disc golf will never become "big time". Too many players try to get around the rules. That shot is illegal.

I would most definitely call him on that. His front foot touches the ground before he releases the disc; illegal.
If he could time it better and release as his front foot is still in the air he would be OK.
