Not tool mark. Just a cold shot during injection molding. Not a huge deal and shouldn't effect the disc at all.

I'm new too and buy my discs "broken in" from PIAS. In this case I see you have 3 options (assuming you just now received this disc

1) Contact the company you got it from and ask for a replacement.

2) contact the company you got it from (send them these pics) and see if they will give you a couple bucks back because it should have been sold as a x-out

3) go play with it as is and if you are around my skill level you won't be able to pick out the tooling error from the tree marks in a couple weeks

That should have never passed qc, though, at least not as a "good" disc. To me, that is a factory 2nd thing.
