Except that there is good evidence that this is not the Rule Committee's intent, and they will fix it. (In addition to what others have offered on this thread, I also have it on good authority).
I see where the new wording can be read that way, but it also can be read as still permitting moving that log. Steve West is on the Rules Committee and he's stated in this thread that it was not their intent. I'll take that to mean the rule hasn't changed except in that it replaces "lie" with "stance area".

I understand the intent. I don't understand how it can be read otherwise, though.

Usually "and" means that both conditions must be met: (1) in the stance and (2) no closer. An object that extends in front of the lie is, in part, closer.

Since the new wording only exists digitally---they're not re-printing books, are they?----I trust they'll correct it in a more official way that a RC member's comment in an internet forum.

From the PDGA story about the update:

803.01.B.1 Obstacles and Relief - Moving Obstacles

A player may move casual obstacles that are on or behind the lie.

Replace With:

A player may move casual obstacles that are partially or completely on the lie or in the stance area, regardless of whether they extend in front of or behind the lie.
