I have used the Peoria system in my handicap league. All players establishing get put in this pool. The reasoning is that I want them to have something on the line when establishing their handicap and this way everyone also pays the same entry fee. It is also impossible to game this system unless you know the holes ahead of time. It works out to be completely random which is what is needed if we are going to do some kind of completely blind online tourney. If we go strictly with round ratings, the best players wins, which eliminates many players from being able to compete.
