I'm not a lawyer but so I am likely wrong here. But unless Ricky posted some sort of more detailed legal agreement/contract to go a long with his post I believe the artist could easily retain legal rights to their work unless there was a binding legal agreement saying different.

I don't personally think he means to maliciously undercut professionals, but further explanation could have made that more clear. For example, "Hey guys! I really want my fans to be involved in my brand, I want to throw discs with YOUR design."
