Default COVID Protocols at Tournaments

Curious as to how some other areas of the country are handling COVID protocols at tournaments.

One of the biggest changes around the Houston area is to move to tee times for all rounds and have no players meeting. This greatly reduces the amount of players gathered at a single time and let's each division get paid out as they finish to further reduce gatherings of large number. There have been a lot of advantages of this format (allows larger player cap, tournament runs smoother, easier on the TD, etc...), but the one thing I have noticed is that it makes it difficult/impossible to shuffle the cards for the second round to be sorted by 1st round scores.

Limited number of players. Shotgun starts and virtual players meeting. Post tournament meeting cancelled. Prize payment (cash/discs/whatever) coordinated with the winner. Raffle held virtually, prizes again coordinated with winners.

There are a limited number of players. We have a tee time start rather than shotgun start. (I like this better anyway). Virtual players meeting. No after parties.

I think the main thing we strive for is, eliminating the opportunity for players to congregate, effective communication to avoid the need for players to use a tournament central and clear expectations of players' behavior. An important component of our tournaments is to ensure the park systems are comfortable with our efforts and compliance.

Virtual players meeting
Digital scorekeeping (Udisc)
Tee times instead of shotgun start
Telling people to show up only 10-15 minutes before their round starts
Telling people to leave immediately after their round
Virtual awards ceremony

I think you were very smart to account for people just not listening to basic rules as I heard of multiple instances of people trying to show up early. I think they just got told off and it wasn't too much of a hassle, but definitely a good idea to account for some stupidity/stubbornness when making any rules re: COVID.
