Absolutely; would still be an outstanding field, just different.

In the same way that there can be a World Series without any international teams.

At the start of each season, Toronto has a chance just like all the other teams.

But what about a World Series without international players? Wouldn't that be seriously watered-down?

Yes, it would be slightly watered down...but when was the last time an international player won World's? And how many? It wouldn't be that watered down...

PDGA loses any credibility as an International disc golf organization of 25-30 active countries if they hosted/ran Worlds where players from outside North America had even tougher or impossible hurdles to get here.

I agree as even hosting the Worlds in Alaska could pose a Challenge, there are some amazing courses up there but The logistics of getting there could pose an issue as it is far enough away that the place is almost like another country in distance. If not in Utah and it does happen, I think that going to a place that has nice courses maintained, Texas might not be bad if it has to happen in late fall and they have world class long courses there thanks in part to John Houk and others.

The big dogs could shoot -21 at Selah. (Of course, that's pretty easily fixed by just changing a couple of course pars.) It'd certainly be fun to watch, though.
