I don't believe so, as it adds noticeable thickness. I think that rule applies to all surfaces of the disc.

But you don't have to take my word for it

Most people write name and phone number with a sharpie. The disc is gonna get wet and ruin the label.

Some do email or other communication forms.

In tournaments you also are not allowed to have tape or things like that on the disc.
