2 Penalty strokes if you intentionally interfered with the disc.
1 Penalty Stroke if it's unintentional, which is the case here.

But personally, I'd never make the call in these conditions. Perhaps in a tournament, if the player gained a big advantage though it was unintentional. Or, of course, if he does it on purpose...

I once took a penalty stroke because my putt bounce off the cage, and rolled 40 feet away
and touched my umbrella.

The last putt he picks up and doesn't mark it...

Would that be some type of misplay penalty and 2 more strokes? … or just a warning?
