Just leave it be. Let the league coordinator or tournament director figure out how they want to deal with it based on the event and time of year.

The one idea I have is already employed at a few courses, and that is to mow so that the the OB / relief area grass/weeds gets higher. This creates a natural, clear boundary that is also visible from the tee box. So, if you have a good relationship with the grounds crew at the park, just show them where to mow and not to mow.

When there is no water present, no problem. When there is water, there is no confusion.

Add a little sign below the tee sign that says "Take Casual Relief from Water Perpendicular to the Line of Play"
