Not sure the PDGA can hand out "fines." They're not a governing body, just a membership organization. Now, I suppose if they wanted to they could withhold winnings if a player who is a member does not uphold the standards of the PDGA. But, in order to do that, there would have to be a stipulation for that specific outcome outlined in their guidelines. I don't know if there is. I know they can suspend people from playing in PDGA events. Both of those are certainly hits to the player's ability to earn money, but don't constitute a "fine."

But, for the type of thing this post is about, I'd think it would be more up to the player's sponsor. With Paige, for instance, Dynamic Discs would be more invested in the publicity of her performance and subsequent interviews than I think the PDGA would be. DD wants her front and center with her branded clothes and Ranger bag and saying things like, "My Sheriff got me out of some tight spots today." So if these players are going to answer to anyone, it would be the sponsor.

I am 100% confident that if Paige P. wins her 4X, that she'll be front and center doing exactly that for DD and freely talking with whomever else in the media that wants to talk to her. She wasn't shy about being on camera following one of the men's' cards for a while today. She just decided to save all that for AFTER the tournament -- and DD supports her in that.

If I was a great discer and leading or have just won worlds, avoiding the media SHOULD be the approach I take. Unfortunately, I'm sure I would be spraying beers on the crowd while flanked with some hoochies not caring what anyone thinks.
