There are some good answers already. The Classic Deputy might be the answer. I tried it and was not overly impressed, but that might have been operator headspace and timing. I'm now trying the Lucid Deputy to see how it does for me. Really good mold, but I want more turnover out of it.

The Pa4 is a decent choice. I didn't really like the lack of glide of it when I was throwing drives with it, but it's a good mold in the 300 or 400 plastics.

The Star Colt and Star Stud are two possible choices. If the Deputy doesn't work out for me, I'll likely return to the Star Stud for anny flexes. The Star Colt is more understable and might be more to your liking. If you like the Magic, the Colt would be a good alternative to try.

So I throw tons of putter and mid anny flexes in the woods, but in this case I'm looking for something with pronounced HST to work different lines. It seems like the deputy is a really popular choice, I'll have to try that one.

The Swan seems really similar to the shield in profile, but less so in the hand as I found it less comfortable than the shield.

I have a Shield in BT Hard plastic (same as Classic for the Deputy). Decent disc, feels and flies similar to the Marshal. I never tried any of the Swans.

For a Premium plastic driving putter that is a little understable I would have to vouch for the Axiom Proxy - its a GREAT disc and exactly what you're looking for - no need for baseline as the Plasma proxy us fairly understable when thrown but totally controllable without any turn and burn - smooth anny's all day. Neutron is a little more stable but still I use a Neutron Proxy 174g and its the perfect slightly understable driving putter. I used the 400 Pa4 in the past and that is also a nice disc, but the Proxy handles power/teeshots better I think - for me. Highly recommend the PROXY for what you're searchin'

OOP now, but a Vibram Summit is a consistently US putter. Get one and you won't soon require another, rubber holds up well.

Good options called out already, especially the deputy. I’d also suggest streamline pilot. A little more HSS and LSS than the deputy, in case that is too understable

He specified he wanted understable out of the box.
That's not a Proxy.

Yes, I have Proxies. This would slot in one or two clicks less stable.
