C tiers don't affect rating?

I played in a C tier and a B tier but only the B tier is counting towards my rating even though both were long ago enough for them to be reflected on the latest rating cycle. Is that the way it should be?

Unofficial Results mean the event either hasn't been submitted by the TD yet, or in this case, it has been submitted and will be processed for ratings in the Oct 9th update.

I would guess that the final report for this tourney wasn't turned in until yesterday, since the latest update says sept17. So look for it to be on the next update.

All right, so it will count, just taking more time than usual. I was hoping that my crummy result would be lost into the rating ether.
