Indeed, since Michael Kobella, which was ultimately brought up by German players, as they knew very well that Michael had cashed countless times, the PDGA have ruled that if you, a non-member, accept cash, you MUST become a member.

Where could I read more about this? I'm a non-member and have accepted cash at PDGA events in years past without becoming a member. Could I not do that in 2019?

You can ALWAYS join the PDGA 😉
It's just that somewhere in 2016/17, the PDGA decided that from the on, non-members... etcetera

But that is crossed out on their website, as the link a few posts up shows. So, if I understand it correctly, the policy is not currently in use

It was never active. It was poorly thought out and could not be implemented.
