This is interesting, in Finland if the event is PDGA sanctioned you have to have current membership, and if it is not (weekly leagues etc), then it doesn't matter i.e. no discounts for PDGA members. Only exception where non-members can participate in sanctioned events are the PDGA leagues (which I think are not particularly common), but same prices for everyone in that case as well (at least to my knowledge).

Here, in Atiers/Majors you have to be current. Iin B/C tiers you don't have to be but they charge an additional $10 dollars if you aren't..

The primary driver behind the non-member fee is insurance-related. Non-PDGA members aren't covered by the PDGA's event insurance policy (which covers all sanctioned events). Rather than shut non-members out completely (because #growthesport, right?), the compromise is the $10 temporary membership at B and C tiers. PDGA Europe might have a separate event insurance policy from the one that covers tournaments in North America, so the rules might be different as well, hence no non-members allowed even on a temporary basis.

Do you know offhand if the PDGA insurance is in place for PDGA leagues (L-tier)?

I don't know.

I suspect it does, but the PDGA does something to compensate for any non-members to be covered. They definitely cover the sanctioned charity tournaments in which the non-member fee is waived. The amount might be small enough that they can write it off.
