Actually, I'd recommend you only go this far.

The TD cannot refuse your request. If he does refuse to offer the division, report him.
Threatening a TD is no way to endear yourself to him. The PDGA's police powers are rather limited, and the PDGA needs TDs more than vice versa.

I've been sweet-talked into adding divisions. It was much more effective than coercion ever could be.
