Pros:

tee pads are quite large.
decent use of trees.
fairly good signage
tees/holes easy to find.
good distance of holes mix.
decent baskets.
it can be pretty on certain days.
finesse and bombs necessary.
birdies are for sure out there. keep it in the fairway and you can score, the rough will get you if you dont.

Cons:

there is literally the most unpicked up dog crap on the first few holes that i have ever seen. borderline unavoidable.
trash all over the place on front 9.
a couple missing signs.
back nine has a couple holes too close to homes.
a few holes are tighter than necessary, and the natural grass gets to be too much. was covered in ticks in spring. be careful.

Other Thoughts:

first off PICK UP YOUR DOGS CRAP!!! WOW! that is brutal.
secondly PICK UP YOUR TRASH!!!!
common courtesy, people!!! probably from the walkers, but still, someone needs to enforce some rules at this park!
decent course overall.
(update) course was in great shape today, trash, dog poop etc cleaned up. fairways were mowed.
it was enjoyable enough for me to play 54 holes!
roughs are getting LONG, but i luckily found all my misthrows today, (that or i didnt have many:)
i bumped up my rating a touch.

Pros:

+Nice, big concrete tees. All level and in good shape.
+Tee signs are your basic green sticker on white background but they are effective. They have distance, general line, and obstacles.
+This course is much longer and more challenging than the original layout. Many holes are over 300 feet with some even longer. There are just a few true wooded holes but none of the holes are truly open or without hazzard.
+Navigation is much better than before. It is very intuitive for a first time player and there are next tee markers on the tee signs if you pay attention.
+Pretty high fun factor for me. Many tees make you think about risk/reward and about which line you want to toss. Not many unique features here but still fun.
+Overall, the park is very nice and has a lot of other stuff to do. I think this is the most popular park in South Sioux City. Fishing, swimming, walking, bathrooms, shelters, playground, etc are also available here.
+Challenging enough for experienced players but not too tough to really beat on newer players. It will help newer players grow in the game without being too discouraged.

Cons:

-Safety is the first and foremost issue with this course. I didn't really experience too many issues but I am an experienced player with solid control. There is a bike path that runs right next to a number of holes, parking lots, picnic tables (I played right over the top of a family on 8, upon their request), people fishing or swimming in the lake, etc. No blatant issues but many park things that are too close for comfort.
-Like many parks in the SC metro area, maintenance and trash can be an issue from time to time. I don't know if the parks dept doesn't care about trash or if the people are generally just not responsible but you are likely to find a fair amount of trash laying around.
-Some holes just don't really make sense from a DG perspective. Hole 2 doesn't have a great line and could use some good trimming. Hole 7 looks impossible for even pro disc golfers. It is a very tight fairway that curves unnaturally. I don't think that it's parkable. If I get a 3 on this hole, I either nailed a very long putt/upshot or got lucky on my 2nd shot. Hole 18 has weird lines off the tee and throws into a big field that is often used by walkers, fisherman, swimmers, etc. You throw fairly blind into that hole and people don't care if you want to throw. Be prepared to wait for awhile.
-Some of the other fairways can be fairly tight and you could lose a disc but these issues are nothing like what they used to be.

Other Thoughts:

+This course has changed a lot since I first played it in 2013 and even since really anyone else has reviewed it. It can been mostly redesigned and the parks dept has taken better care of it. I updated my rating to a 3.0 (3.1 on my rubric) and I'm usually a little harsher than your average reviewer. I'm not saying that my opinion is more valuable than anyone else but I think that my review is the only one that actually reviews the course as it currently stands.
+This course isn't my #1 in the area but it is one of the only 18s nearby. If you are a disc golfer that has to play an 18, this is the area course for you. I think that most players would have fun here and I'd recommend a stop.
