Pros:
This is a super simple, but not always super easy course that can be played quickly by any skill level. The next tee is always easy to find, and the park does a good job providing the basics for a Disc Golf course and not much else.
Different holes favor different lines. Holes 2-4 favor right-turning shots, while 7 and 8 probably favor left-turning. A few holes have some tricky lines, namely 1 and 5. Several holes give you upshots that you would see on a longer course, meaning this course can improve your skills without being a fantastic course in and of itself. If you want to add some challenge, you can force yourself to take a different throw than you normally would, which works on this course, because nearly every hole provides that other option but might make it a little harder than your first choice.
This is probably a good beginner course, with little lost disc opportunity and no holes that are really long. But there is some interesting challenge on 2 and 5, with some decent trees that can get in the way but still options to get to the basket. There's also some slight variance in hole distance, with 6 being the shortest and easiest and 2 being the longest (and it's slightly uphill).
Cons:
Dangerous. Like, I don't know how anyone thought this alignment was actually a good idea. To start, 7 and 9 share a basket. A bunch of holes are really close to each other, but it's not always too bad. And, holes 1 and 9 have routes that take you directly over a sidewalk.
While some holes favor certain shot shapes, you can nearly always throw directly at the basket and be fine.
There's some construction beside hole 6, but there's a fence separating it from the park. It's possible the construction could start eating into the course.
Not much elevation change. There are some gentle slopes on 1-3 and possibly 7, but it's not enough to make a big difference. If there was something of note on 6 and 8, or steeper slopes on the others, they would be much better while still being accessible for beginners.
Hole 1 makes no sense at all. You're either throwing over a sidewalk, throwing wide right, or smacking a tree. It's possible the trees used to be much shorter, but it's just another reason this hole needs to go (see below).
Other Thoughts:
So here's the fix: Remove holes 1 and 9 entirely, and have the course start on what's currently hole 3, play 3-8 like normal, and finish on 2. This would remove conflict with the sidewalk, dual-purpose basket, and two pairs of holes that are close to one another. Finally, the course would actually end where it begins. Sure, it'd only be 7 holes, but it would be a massive improvement over what we currently have.
Ignore the posted pars.
While this course has its merits and could be a decent course to play over lunch or in the early morning, the dangerous aspects and the lack of challenge and variety make it difficult to enjoy very much. If there are more than two groups on the course at a time, good luck.
