Pros:
Three baskets in great shape, next to open soccer fields and a few trees. Other than elevation change, you can't ask for more from a practice ground.
Cons:
Evaluating it as a disc golf course? It's not good: very short, strange numbering suggests some holes were pulled, way too close to walkways and play areas.
Evaluating it as a place to mostly putt, approach, and huck a few drives away from the baskets down the soccer field? No complaints at all.

Other Thoughts:
I lived near this course for over a year before ever noticing it. You'll see it (and you can easily access it) from the Capital City Trail bike path running past Olbrich Gardens toward Cottage Grove Road. Psyched to have a place to go putt a few, away from the crowds and with very little chance that anyone will want to play through.
