Here is an interesting reddit post by coach chris taylor about the off arm. He also talks about pulling with the shoulders/arm to get a deep pocket, which seems to go against what is talked about here
Personally, I find that I can get a much deeper power pocket with the wing down. There are also a lot of high level throwers who do this. Sidewinder talks about it here:

When we push into the ground, should it be full force once the heel comes down, or is it a slower ramping up of force? It seem like when I do a dingle arm with a hammer I don't fully push into the ground until it's over my foot, which I guess would be the power pocket in a normal swing.
