The PDGA App has the Oaks as a 27 hole course, and if you 3 every hole, then that's a 940 rated round. That -5 would be a 1000 rated round. If you are averaging +1, that's high end of intermediate.

Strokes are worth a lot fewer points on a 27 hole course, I really doubt a -5 is any better than 970.
