Politics of any sponsoring club can dictate which elements are included on the maps. That's more editorial than design in many ways.
I recall some internal division about whether to include a line indicating fairway progression. People will have differing ideas, but keeping the essentials, obv.
Any design concept can be given a trial. I took the longest, shortest, and most awkwardly arranged holes and gave them a rough layout first. If the extremes work, everything else will too.
Always good to work out the content first and give your designer real dimensions at the start. Also, give the designer input on sign dimensions and material. Consider how long you want them to last, and compare that to the lifespan of, for example, trees. Some elements of a hole are in flux always. Those elements can probably be given a more generalized treatment.
