St. Augustine does very well in full shade, but it's expensive, doesn't spread on its own, and may not be winter-hardy. I'd go with local natural ground cover and low plants, which have the added benefits of not needing to be cut or watered (after the first few months ).

As for SW US residents, they haven't suddenly become eco-warriors, it's just that they're out of water. I'd be curious to see if their acre-foot water rates are rising.
 
St. Augustine is nice but it gets hammered by fungus. I fear fungus more than anything else in my lawn, and the majority of my spraying is to prevent or treat it.
