I know a guy who made a device Very similar to that and it works well but you have to be able to see the disc from shore.

I got bored one day and made a foldable copy of the Golden Retriever using a coat hanger, a lighter and a marker. I used the lighter to heat up the hanger and bend it around the marker. It took me about an hour to make and it turned out to be too small. My hands were very sore after all of the bending.
