Ratings for this tournament so out of whack?

On the list of things a tournament needs to be successful, accurate preliminary unofficial ratings is no where near the top. Or even middle.
When looking at round ratings shouldn't the total deviation of the field from their PDGA rating equal 0? In the few tournaments I looked out the number was positive. In other words round ratings on average we a bit higher, on average, than players rating.
I threw out those whose rating was not bold.
What am I missing?
