Short Tee to Short Pin = doesn't appear to be an option... makes for better DG than trying to force-fit in the option to play short to short simply for the sake of having that alternative.
Correct and intentional, don't want backward play. All play goes in the same direction.

Par 4: primary tee --> long basket

Or 2x par 3: primary tee --> short basket +walk--> middle tee --> long basket
 
It works fine in tournaments but not so much otherwise. Multiple tee pads for the same basket, as well. Yeah sure it adds "variety" but then you also have issues with who throws first, dealing with players who don't understand etiquette or who just aren't paying attention. All I'm saying is there are usually good and bad elements to changes like these that should be considered before willy nilly switching it overnight. On your own property? Not a problem. At a course as busy as say Morley Field? Maybe not so much.
 
Maple hill has a hole like your describing. Hole 5 short basket is straight through the woods long basket is out over the water and back to shore. You can see a little of the odd shaped box in the pic below. It works great.
