I believe it has to do with course maintenance, scheduling events, and promoting the course, but I can't find a clear answer. I will contact Innova and see.

I don't know that there is a clear cut definition. Ball golf courses usually employ a course pro to provide lessons and to give advice on maintenance/improvements but disc golf courses don't have a country club type setting where there would be demand for such a thing (and people willing to pay for it).
The city/county governments in our area rely on someone to coordinate maintenance, move baskets, oversee course conditions, and give advice on how to improve the course. That person isn't necessarily a "Pro". They are usually a member of the club that raised the funds to have the course installed.
