Ice Bowls are held in many formats. Sanctioned, unsanctioned, doubles, singles. It's a fundraiser primarily, and people do whatever they want. There's at least one where you can buy unlimited mulligans that I have heard of. It's all about raising money for charity and raising the awareness of disc golf.
