Though haven't had the need (take it public parks, and practice there), agreed with the others who suggested Pipe Insulation.

Downside is that it will cut down on bounce outs, which would gave a false sense of my putting skill.

Rust issue: Doesn't help you now, but very diligent about wiping off any moisture from basket, before I put it back in the car.

I wouldn't be too concerned about surface rust on that bolt.
You can do what other people are suggesting, but rust on a 3/8" thick bolt isn't going to hurt anything.
